Profile not distinctive quality dropping
The profile of the UT is unclear, not distinctive and unexceptional, moreover, it's too general and boring. Six research institutes are too much of a good thing, if the UT wants to do top research. The quality of the UT educational programs is neither good nor bad. As a result, this could harm the number of enrolments. Cooperation with strong partners is important. In the battle for talent, the UT's profile is not strong enough.
